You're overthinking it. The game isn't that competitive.
Also that's one less person to actually fight. He's effectively taking up a slot without contributing. Could even be considered griefing. Coordinating like this isn't very effective in the first place, not in this game.
Now, if you think it even further, you need to be hella sweaty to do this. And what do sweats love? That's right: Stats.
And guess who ruins their stats being in the match but gaining absolutely nothing.
They'd have to find some fool that just does this for them. And he probably won't even be really good at it.
Honestly, conspiring it all, it's a lose-lose strategy.
The ONLY concern here would be targeted harassment (popular example, "stream sniping"). But that's so easy to trace (mods see that guy using the spectate, I assume), they'd get banned in no time.

Feeding kills does nothing
Respawning does.
It doesn't matter if they get kills, as long as you get revived.
A ticket is only used up upon respawning.
Who says you need another person. Someone could run another client spectate themselves and effectively have a shitty wallhack/indicators from where they're being shot from, without third party programs.
I agree that this game is not that competitive, I dont see someone ghosting for their friends in spectate; given the price point I wouldnt put it passed someone to buy another copy and ghost for themselves. At $30 spent on two copies is still cheaper than most games on the market.
An autokick afk timer would remedy this as well ask solve the afk teammate problems.
