Some of the smaller maps end up with the safe zone boundaries being far to close to objectives and the action. I understand they exist to try and prevent spawn camping, however, some maps result with 3/4 the players on each team hiding in their safe zone and being safe from flanks, which is even less enjoyable than being spawn camped. On some maps, you can shoot from safe zone to safe zone. Please consider moving the safe zones back further, and find alternative ways to get players out of their spawn zones. For example, temporary "fob" spawns that come online when a team is being spawn camped and give alternative ways of getting into zones, or an emergency airdrop where players can drop and bypass the spawn camp.

I subscribe to theory that if you're in the safe zone, you can't be damaged in any way and specifically to address the problem you say can't do damage
Basically you can be point blank in front of one of those safe zones Snipers and neither of you can do anything to the other as long as you're on opposite sides of the line
I agree that safe zones should be safe and no bullets should be able to go in or out of them. I am 1 week new to this game but there have been many times that i have died in a safe zone. Gun fights should not be in and around safe zones.
