the line is the damage drop off, snipers actually deal more damage the longer the range

other then a lot of experience on the side of players that hit the really far shots you can improve your chances by a lot after unlocking the rangefinder attachment for the sniper rifle.
With a long range scope and the rangefinder you get the distance displayed in the upper right corner of the scope and can adjust the zeroing with ALT + Mouse wheel up/down (i believe that this is the default setting) from 0m up to 1000m in 50/100/200m increments.
Mid and close range scopes only allow a zeroing from 0m to 300m so past 300m is a matter of your personal experience with the bullet drop of the weapon.
If bullet velocity alone helps you out you can look at the stat of the weapon in the shooting range, i believe the M200 has the highest bullet velocity of the sniper segment making it the easiest to hit the really far shots due to the lowest bullet travel time.
The damage of the bullet based on range is displayed below the weapon you equipped in the loadout screen, so aside from how much distance you get from the mil-dots inside the various scopes you might already have all the info you would get from a ballistics table inside the game
