Had a high ping/ms issue like it was 250+ all the time.was playing on Japanese servers.

India(basically I get 150~ and at the end of the playtest it was 300~) but with 6/11 and 21/10 playtest it was bad experience

Not only me, my friends had the same problem one of them has to use VPN to get 170

Sounds like a peering issue. Blame your ISP for cheaping out, I guess.

Try some of those "gaming vpn" to see how it affects your ping.

Exitlag and Co. basically just rely on good peering, to fix the shit peering of your ISP.

Which also means that you can see absolutely 0 benefit from that, if your ISP already has great peering.
