Yes, just select a small plan (most proxies don’t really need much ram) and install bungee or anything similar to it

You can get a dedicated IP later, but you will need to contact staff for it as they will have to change your server and assign a new IP. But ping has nothing to do with a dedicated IP

It’s just standard refund policy as written in the ToS. But if you have issues you should get in contact with staff. They are very quick and able to solve a lot of issues without needing a refund
