i restarted the server and its still doing it .. package loss at 50 to 60 %

If you're getting packet loss, run an MTR to see where they're going.

How to provide an MTR:

Download the following MTR software: https://bisecthosting.com/clients/downloads/WinMTR.exe
Where it says 'Host' type in your server's IP (without the port)
Click the 'Start' button
Wait for the very first number under the 'Sent' column to reach at least 500
Click Stop
Click the 'Copy Text to Clipboard' button and paste the results into a Pastebin (http://pastebin.com/) and provide us with the link.

Because spambots ruin things for everyone... New people can't post links until they hang out enough.

Discord likewise doesn't let me pull links out of the mod log on mobile.
