If i am looking to upgrade my view distance to 24 what should the stats be?

Don't put that stress on the server and install something like FarSight clientside

Depending what's on the server, but for most modded servers the recommended is 7-10. Even on pure vanilla I wouldn't recommend a distance of 24 ever, really.

well, right now i can only see players if there in 50m range

You don't need to be able to see 24 whole chunks in front of you to be able to see more :)

But again, I wouldn't put that load on the server. Installing a client side mod so your PC allows you to see further without making the server load 24 chunks around every single player is a much better option
