As the title says, I can't find the paper 1.21.3 jar file anywhere, even though the BH Update Bot said that Paper 1.21.3 was available on the control panel almost a year ago.

it's possible it got hidden/replaced by the 1.21.4 version
You can either install it manually using the custom jar option, or you can send staff a message and ask about it
