trying to paste schematics in my spawn area and i keep getting kicked for sending too many commands or exceeding packet rate limit, is there a way to temporarily disable this while i import my spawn builds?

that's not a feature, that just how it is when you paste a large schematic, even as op you'll get kicked. Why are you being kicked? it's because the server is spending a ton of time exclusively on generating that schematic into your world. it's not actual kick, you are losing connection because of it.
solution, paste smaller parts of the schematic. for example place it into your singleplayer world, then make smaller schematics from it, then paste those in.
A better way to handle schematics is to temporarily add the Create mod to your pack, scan the area with its schematic tool, and then use the schematic cannon to paste in your structure, it'll do it in such a way as to avoid causing you to lose connection.

its a pretty small village house, i had this issue on a previous server i owned and all that was needed was to increase the packet limit in the server files but i cannot find that on this server hosting poanel so far

Litematica is an option too, but this cannon will be better.
if you have the create mod already, then you are almost there.
