Depends on the minecraft version and what mods, but realistically none of those will be enough for modern Minecraft with mods

Anything from version 1.17+ needs 3-4 GB before adding any mods at all, 10 people on the server at the same time is also quite a big number for modded servers.

I buy the server with 4gb ram, we are 9, we gonna install mods to upgrade a little a game in content but I think don't gonna lag
