simple voice chat for all the mods 10 server doesnt work

I followed the official guide on hwo to set up voice chat from the bisect page
but it wont create a config file, so I'm guessing the mod is not being recognized but it doesnt say .disabled at the end of the filename and I tried to readding it into the folder multiple times but it still wont work

The copy of Simple Voice Chat on the server is for Forge 1.21.4, the server is on NeoForge 1.21.1.

so I download the neoforge ond and put that on the server and it should work?

The newer versions are betas, which I filtered out.
