i just rented new server for all the mods 9 and it says Failed to connect to the server

Do you mean that you have the purple "We're having trouble connecting to the server" message on the Bisect server panel? If so, that's nothing we here can do anything about; you'll need to make a ticket and speak with Bisect tech staff.
