One thing you can do to reduce your server's RAM demands is to remove the mods that are client-only. You can identify those by searching the server log (latest.log) for the message

for invalid dist DEDICATED_SERVER

since there is no way to remove it and it will keep coming back if it's named any other wya.

so for you rename it to BisectHosting-forge-1.21.jar.disabled

sadly they don't have an uninstall button and their automated system will check for the great portion of the filename, if its not there it'll put it back.
