Which Minecraft version? Newer ones take the game mode name instead of a number.
Spawn Monsters does not apply to spawners, and if you're modded not all mods will honor it - more info is required.

RLCraft disables a lot of commands, not sure if Dregora keeps that tradition or not.
What command are you trying to run that says you don't have permission?
