by default the /gamemode command is tied to being an operator on the server. Op would give you permissions to ALL commands including kick and ban. If that's fine by you, just give them op. If you don't want this, you'll need to install a permissions manager and set that up

Thank you, but I can't even activate it myself, it won't even let me have the option to imput the command itself, there is no setting in the game or my server management screen, so it's confusing

You can also use the command in the server console, but there you have to specify the username, and there is no auto-complete.
