Usually best to not have a different question for the title and body of the post.

For the first question: Your friends can join the server at any time. Unless you turn it off or set a restart on a schedule the server will stay online.

If you let us know what kind of mods or modpack you are trying to use, we can guide you in the right direction 🙂

Looks like that modpack isn't in the automatic installer and they don't have a suggested RAM amount for that pack.

Most 1.20 modpacks generally want 6-8 GB of RAM.

In the first 3 days of purchasing a server, you can send in a support ticket with the link to that modpack and the support staff will install it for you. 🙂
