Datapacks are based on a feature maintained by Mojang. They work in any flavor of Minecraft - plain, Modded, Spigot-family...
They're part of the world itself, and only live there.

Mods are from people getting hacky wit' it. It requires glomming some code on the side of the game to make it do different things. Depending on what the mods do they either have to be on the server (or single-player), the client (or single-player) or match on both sides of that connection.
They do a lot more than just generation, and there's a possibility that Soon™ they may actually allow adding blocks.

There are a couple datapacks that do things where you need a matching resource pack. And even a few where you need to use OptiFine or an Optifine-equivalent modpack to fully use it.

Basically, datapacks can do anything a command block can do and then a lot more.

As many datapacks as you like that will play nice together.

how do i add datapacks?
Put the datapack in the datapacks folder and restart.
The datapacks folder is inside the world folder.

like will they work if i just go load more chunks
Most should work as you load new chunks.
If you do start a new world, don't delete the datapacks folder, just everything else inside the world folder.

im not sure why the new chunks arent different but i'll do some more exploring tmr and see if it is working
Also read the info for the datapack(s), you might have to change the world type setting and start a new world. But most of the ones I've seen will add to the biome list on an existing world.
Do they show up when you run /datapacks list in the Console?
What MC version is this?
Please send some logs over so we can help resolve your issue. To access logs on your Minecraft server, please navigate to your server panel's File Manager and take the following path:
1. Open the Server's File Manager
2. Navigate inside the 'logs' folder
3. Click on "latest.log" to download it and send the file over Discord to this channel.

Can you screenshot where you put the datapacks, including the path at the top? Also, the level-name setting from Server Properties?
