i need help applying my rescource zip pack to my mc server, java 21 paper 1.21.4

Resource Packs don't go on the server.

They go somewhere else and the server just hands out the URL.

ive seen other servers have like custom guis with its resource tho. sucks bisect doesnt provide that rip
