I dont have a ton of info to go off of, more just wondering if anyone has had this issue and has fixed it.
The owner has tried to restart the server.
#Server appears offline and cannot connect (Timed out). Server is online on the pannel.

it could be a million different things. It could be your side, it could be the server. But without any kind of logs or more info it's impossible to tell

Without error messages and logs it could be starter, flat tires, engine missing...
