Due to the nature of servers, this can happen due to dozens of reasons. When asking for assistance in Discord, it's best to provide as many details as possible—providing information such as what is running on your server, errors in the console, logs, any recent changes, etc.

it's a brand new server I bought maybe an hour ago, it's modded through Bigchadguys Plus. It's a 1GB budget server and it's an East Coast server, I saw something from 4hours ago about a lot of servers being down in different regions so idk if that has to do with it. on the control panel on the website, it says it's up and running but after I put the ip in Minecraft to create the server it says "can't connect to server" with one red bar out of 3. My problem looks similar it what @olive osprey is experiencing.
...so i bought more GB and its still having the same issue.

Please send some logs over so we can help resolve your issue. To access logs on your Minecraft server, please navigate to your server panel's File Manager and take the following path:
1. Open the Server's File Manager
2. Navigate inside the 'logs' folder
3. Click on "latest.log" to download it and send the file over Discord to this channel.
how do I download it as a file? I just see a save content button. sorry this is my first time.

what is the port? i up the ip into direct connection and it worked but how do i get it to show up on the server page
You just edit the server page entry address to include the port.
im putting it in with the port, but it only works when i put it in "direct connect" not add a server
