Installing Java Forever

My server has been acting up ever since I switched from Curseforge to PaperMC yesterday, I noticed it would take forever to start and not tell me when it was actually starting so I decided to reinstall PaperMC. It has been on the Installing Minecraft Java screen for over an hour. I have refreshed it multiple times and there is no way to stop it that I know of.
