as says in the title the server is repeatedly crashing on startup an instance with the same pack and changes is functioning without issue when run not as a server so i doubt mod check issues but for some reason the server is crashing about 6 seconds or so after it attempts to restart

latest.log says last updated an hour ago but here it is
the fml-server-latest.log did update when it crashed though

Install it through the Minecraft Jar menu in the Bisect control panel instead.

There's a file there that doesn't like being on the server - easier to just use Bisect's copy than to troubleshoot. 🙂
Make sure you tell it to delete the current files so nothing gets left behind that aught not be there.
