Rule 3 - this is peer support, nobody is "on call".
Sorry, he was active
And yes, you can use a small Bisect server for Velocity/Bungee, then back it with a server at home.
Keep in mind, though, that the server at home would still have to be properly secured. If you have mods/plugins or even Minecraft itself with security issues, those would be inside your home network.
See the Log4J issue from a few years ago - a properly formatted something that would get logged on the server could run arbitrary code on the machine hosting the Minecraft server.
The thing is I want to make sure that bisect won't suspend me as my server has about 150 average players and network usage for that one server can be 100 mbps at peak. I did not see anything in TOS that prevents this
I can't comment on the ToS - if you're wanting confirmation on that you'd want to contact staff, not community support.

Ok sure thanks
I never mind a tag personally, but I get the reason for the rule 🙂
Just happy if I can help 🙂
But as Cerid says, make a ticket and clear it with Bisect directly 🙂 Never had an issue which they couldnt answer 🙂
Best of luck!
