My friend has been trying to join my server that i just bought and he cannot join, anytime he gets any connection he gets "getsockopt connection refused" We tried modifying the firewall, restarting pc, changing ip address. What else can i do?

He's running the same modpack as the server? Tried a fresh install of the modpack?
