Stop server, delete your world folder. Default name of it is world

That will completely reset the world and all players on a normal minecraft setup

It's enabled by default.

You need a plugin or mod to disable dimensions in MC. The regular game cannot.

It needs to be on the server.

You have the wrong version.

Since you have paper you can disable dimensions by editing bukkit.yml with the server off.
