Having mods and plugins mixed is going to just cause issues that can often be explained by just “they don’t mix”.
But for anything informative we’d need more info like logs and anything you can provide for us to see
Hi, during these days I have removed all the mods from the server and plugins to see how the voicechat works but I still have the same problem with the photo that I sent the other day. The problem is clearly with the server. I read a message on pages that read: This has been solved. Simply add the port to CraftyController’s setting within CasaOS, located under the three dots next to the app icon. I hope you can solve the problem since voicechat is a must-have mod for my server. If you need me to do something, I will.
What did you set Simple Voice Chat's port to?
I can't read your screenshot, but I know a lot of "choppy audio/player limits" is when people try to use a port that isn't opened or share the server's main port.
The port I changed it in the properties of voicechat to the ip of the server that is 26900
The strange thing is that with two people it works well, but at the moment that a third one starts to talk it gets licked and comes out this error:

Please send some logs over so we can help resolve your issue. To access logs on your Minecraft server, please navigate to your server panel's File Manager and take the following path:
1. Open the Server's File Manager
2. Navigate inside the 'logs' folder
3. Click on "latest.log" to download it and send the file over Discord to this channel.
