#Hardcore Survival not working for 1.21.3?

Im trying to make my server hardcore on version 1.21.3 but no matter what i do fresh instances installs and all it wont work? Any ideas whats wrong here? Is it a bug maybe?

You have to set hardcore in the Server Properties, then wipe the world and start fresh.
