trying to play minecraft with my GF and she can't interact with anything like she's in adventure mode. I made her an OP and then it let her but now she can put herself in creative mode and I can't trust her not to cheat. How do I reset her to a normal player? (She's not in adventure mode, I reset her to survival over and over and it didn't fix it.)

You have the default spawn protection enabled
If the value in server properties is set to at least 1 and there is at least one person with OP on the server, it enables a default spawn protection not allowing people to interact within the set amount of blocks of spawn
That person can just walk further to be able to interact, and you can set the value to 0 to disable it
