for some reason i added a script with custom items and its not that big but for some reason every now my server crashes and takes 30 minutes- 1hour to go back up

Since 1.17 Minecraft has typically needed more, 3+ gb to start. It is entirely possibly your server just doesn't have enough memory and crashes beacuse of it

FYI, CraftBukkit is a dead project, and there aren't official builds. Spigot is recommended instead.
