So the fact that you had unlimited access before was actually the error. For plain budget servers automatic modpack installs as advertised on the website are a paid addon, not included.
There's supposed to be a trial period where you can swap using the jar menu the first few days so you can settle on a modpack, however due to an error that trial never expired until it was fixed by staff recently. You basically had use of the JAR menu for longer than included.
This is one of the main differences between budget and premium servers. Budget is cheaper because you have to do more manually (after the trial you have to either purchase the addon or install packs manually), premium has more automated features. You can see the difference listed when ordering (I've included some screenshots, as you can see budget doesn't mention automatic modpack installs).
