How do I change the player's spawn position to be in the Nether?

I want the player's natural spawn location to be inside the Nether. I have used a few mods for it as a band-aid fix. However one issue they all face is that occasionally the player will spawn inside the ground upon creating a world. How can I also make it so they don't spawn in the ground or above lava?
