It removes item recipes just fine, is there something special I need to do for fluids?

You can't use Output and Input Filters for fluids

Use recipe id instead or multiple Input filters with a type filter

how would i go about doing that? is there a specific section in the wiki?

Change "output:" to "id:", and "'tfmg:liquid_concrete'" to the recipe id. Which you can see with f3+H and then hovering over the recipe output in JEI
