Happened to me too. 15.0.30 version.

Version: [0.15.0.25]
Playtime: 2 Days, 3 Hours, 35 Minutes.
No Mods.

Character, upon entering their bedroll and activating Super Fast Forward (tested with 1 Hour, 6 Hours, and two instances of 6 Hours) they fail to be able to wake up at all. They are always considered unconcious and asleep, but somehow retain the ability to interact with things in their immediate vicinity (such has uninstalling and restoring their bedroll while still alseep and unconcious.) Movement is not possible. Waiting in "real" time did not resolve, nor did self-asphyxiation. Uninstalling and reinstalling the bed at a new position before attempting to sleep did.

Effect has been repeatable from this save.

This save does have actions available to the character that they can take, but are still unconscious and unable to do anything else.

I have this issue except NPCs are affected. On KLEG I noticed early on that two NPCs were permanently unconscious - both were also listed as shivering. I don't have the option to wake them, and at some point the option to strip them disappeared as well. I was eventually able to wake one of them when a friend gave me a matchmaking request - I was able to speak to one of them about it, and he immediately woke up, agreed, and went to kiss her.

A friend from character creation then asked me to go to OKLG SEC, which I had never visited. When I got there, the friend was in a similar state - unconscious, no option to rouse. I was able to strip him and can drag him around but no reaction. Another NPC is in the same state. They are not shivering, but my friend's face looks like he's gasping, although he doesn't have that as a status.

I noticed that both of the NPCs on the second station were wearing helmets, and I have seen a number of NPCs trying to go to sleep while wearing a helmet, then a message saying they cannot go to sleep wearing a helmet. Are the NPCs possibly getting stuck in a situation where they cannot go to sleep, but that paradoxically causes them to become unconscious?

I'm playing on Steam Deck so getting my game file is a bit of a faff, but I can do so if you need it.

As an update to the above - I tried attacking my friend. He woke up and immediately surrendered to me. I was then able to ask him about the quest.

When this happened, I noticed that my character was manually set to sleep during a work shift and the super FFWD mentioned sleep and fix tasks. I know unconscious is its own status condition, I don’t think I’ve paid close enough attention to tell if sleeping is a distinct condition but if I had to guess: seems like sleep cancelling triggers cancelling unconscious, and something in the FFWD when set to a work schedule is un-setting sleep without un-setting unconscious, leaving your character permanently unconscious with no corresponding expiring condition that would otherwise remove it.
