When I load the game on the arena_mode branch, there's no sound, none of the buttons are interactable, and nothing appears to load in properly except for the ship thumbnail. The only thing I can think of is that maybe it's interacting weirdly with the fact that I have a mod, but it's a simple hair mod and I'm not sure if it's the issue. I haven't tried loading without the mod (in part because I can't remember where the mods live blobsweats).

I have tried verifying integrity of the game files and it didn't fix it.

I'm going to guess that maybe the BepInEx version I have is out of date, or that I need to remove the folder?

Weird. I just tried it (win10pro us).

Hair mod? Yeah, try disabling it. Mods location is in the Options screen > Files

Is it Mop Tops? If so, that's already integrated into the game itself, so it could be getting confused.

No, it's not. I can't access the options screen, since it doesn't let me click anything.

It's likely that ANY mod will interfere with Arena, as it's missing most of the content in the actual game

Tried removing everything from the folder, still not working.

Would removing the BepInEx folder break things?

Edit your loading_order file to make sure that core is the only thing in there

I would try removing BepInEx and any other non-vanilla stuff before attempting to run Arena Mode.

I don't think this error has been reported on Arena Mode yet, so it sounds like it may be a local configuration/installation issue.
