[0.14.3.6] Repair as part of SFFWD repairs items that shouldn't be repairable

If you are in SFFWD, during a work shift, and the repair action gets performed, items that aren't repairable are also repaired. Example: toothbrush, food items, hygiene packs, etc.

Repro steps:

• Have ship that is completely repaired
• Have unrepairable items that are damaged below the repair threshold (below 95%?)
• SFFWD while in work shift, repeat until a repair action is performed

Save attached that has all the prerequisite steps ready.

it also seems that these items are only taken as "last" in the list of what to repair

first everything installed on the ship, then non-installed items, then these unrepairable items
