And of course its because a hauler keeps falling to dock. It's been 10 minutes of constant screen shake, as I'm at kleg.
It's stupid, not just that the haulers can't dock, but because of the repeated crashes into the station.

Don't know if it will help you or not, but using the transit, going to old emporium (black market) then back to port azikiwe has fixed it for me when this happens

this happened to me recently too. i hailed the ship and told it to follow me and that fixed it

Hailing the ship and getting it to move towards you is a temporary solution that MAY work, but may also leave the ship sliding across the surface of the planetoid, which will eventually cause the same problem.
