#Unable to place RCS Thruster over Cargo Webbing

Can't place RCS Thrusters over Cargo Webbing, despite the RF-72(?) (Ryokka 2043 model) already doing that.

Also noticed that Cargo Webbing doesn't react to "Floor" orders, instead being treated as "Equipment", might have something to do with that?

Does it work the other way around?
As in, if you install the thruster first and then try putting the cargo webbing down is that possible?
If so, I'm inclined to say it's intended behaviour
