Work in 2525x2500, rezise to 1520x1250 after doing the shape. Add the colors in this size, rezise to 760x625 for shading, now rezise down to 128x128 and add a few features in. Rezise down to 96x96 for poke size, and then to 288x288

If your sprite can't fit into 96x96, most likely you have a really long tail or other protrusion. Either shorten it, or in the case of the tail, have it wrap around instead.
