If you count legends, Kyogre/Zapdos and Kyogre/Raikou are both stellar.
Not counting legends Politoad makes great fusions because of Drizzle. Politoad + an electric type means a fusion with 100% accurate Thunders.

Yes. Though to clarify, the latest version of the game (5.1.1.1) comes prepacked with packs 1-84. So if you wanna add more you only need to add pack 85.
