the catch rate doesn't change. Evolved pokemon have always had a lower catch rate than non evolved pokemon

yeah I completed the dex in this save, but I guess at some point I talked to the suit guy in pokecenters about randomizer settings so it made my save file count as randomized so I couldn't get the magic boots, so I'm gonna do a NG+ run for the dex

NG+ transfers the mons in their 1st stage evolution, so make sure to bring over any evo items you need and unfuse the pokemon too since you can't unfuse them in ng+

Hey @hazy aurora! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.

I can double check, but after Brock is just a tutorial of the HA to force it to happen. Brock doesn't have code to "enable HA" after beating him

The Aide doesn't have any code that "turns on" HAs either, so outbreaks should be available from the start of the game if you are lucky

Based on the Code, it looks like Darkrai's shiny generation is on initiating the battle. You get the dialog from him says "Traitor! What have you done to my land?". After he says "Daarrrr!", it calls the battle sequence where it generates if it is a shiny or not

You could use the app installer. Has better network code but also if it ends up timing out or giving you an error, will give you the backup zip
