most likely a level thing where there was at one point the higher statted one was a higher level then got unfused and the game didnt properly reset the stats.

i'm not sure if there's a commonly accepted ruling on this, but in cases where a city has encounters in it, are those encounters allowed for a nuzlocke run? also, are static pokemon considered separate from random encounters? for example, on cinnabar island, you can encounter an absol as a static encounter, you can get a random encounter by surfing, and you can encounter wild pokemon inside the burned mansion. for a nuzlocke, would this count as three separate encounters, or only one or two?
