You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

Hey @acoustic tide! Are you having trouble with the Pokéradar? You get it from the scientist in Cerulean City's Pokécenter. She gives you the Exp share as a quest reward there, and then will go to Route 24, where she will give you the radar.
When using it, make sure you have a repel active, or else you may only get regular encounters.
