Clarification - Drones over OPFOR territory

Background:

For as long as I remember drones have been the exception to “No blue over red territory”-rule since they do not proc objectives.

There’s only three reasons for wanting to go in to red territory

1: ISR in preparation for an OP, such as paradrop
2: Hunting counter battery
3: Looking for SAM-sites

From what I can recall reason 3, has always been a valid and allowed reason for drones (Hell even reaper assets, remember Barret saying that was ok on Deniland) to fly over red to engage SAM-sites.

I’m now hearing this not being allowed anymore which makes me wonder which one is true.

I would like some once and for all clarification on this actually. I've asked the question to different admins over the last two years and the answers always differ slightly, which is no one's fault, just because of the way the SOP is written leaves it open to interpretation by all.
