well, if that's the case, make sure none of the fibers got caught on the contacts i guess
for future reference, you generally want to use compressed air because you're not touching anything and there's a lower risk of you leaving cloth or paper fibers somewhere

it states its "overclocked memory" on the page

JEDEC spec is not that high
it's why you have to enable XMP to get 3000 or 3200 or most advertised speeds
they default to a safe voltage and frequency and timings defined by the manufacturer. motherboard makers work with the ram manufacturers to establish QVL that makes sure stuff is compatible, and at what speeds and voltages and timings. The list isn't the end all though, you can get stuff that's not on the list that works with your motherboard, since they can't test everything. In the same vein, you can usually also push your ram harder than they do since they want to make the list as accessible as possible

Since the CPU is older I think an RX5700XT would be a better choice. MSRP is about $100 cheaper than a 2070 Super for the same performance
The Radeon gpus are better imo
When compared directly against a 2070 Super there's no noticeable difference in performance between the two. The only reason I can think of for paying $100 more is to get Raytracing which is still pretty gimmicky at this point and also still an FPS killer even with DLSS 2.0

depends on the prices
for example 2tb is pretty close in price to 1tb for consumer drives
and prices aren't linear so a 750gb hdd won't be 3/4 of the price of a 1tb
if you are looking to get a separate ssd, I would recommend getting a NVME drive. Price difference from a typical 2.5" sata drive isnt all that much, but the speed difference is worth it
most people won't notice the speed difference
but yes, it's nice for when future games make use of it, and the price gap is pretty small right now

you can overclock to some extent on an air cooler too but not in a h510

leave it to PBO and call it a day
in general, yes, water cooling is better than air cooling, especially for overclocking. You'd be looking at 240+ rads though; the 120/140mm clcs are generally worse than air coolers for the same price

microatx you could make a case for, since it can be cheaper
mini itx is usually way more expensive for equivalent features
you're getting a 10-20fps difference in most games, for 40 bucks more on the cpu, and like 60-80 bucks more on the motherboard

also, a cheaper motherboard like the b450 tomahawk max would do just fine
You could also go with an RX5700XT for $100 cheaper and get the same performance as a 2070 Super lol
for a first build they may not want to deal with driver issues

Driver issues are pretty much non existent these days + for most use cases NVENC really isn't worth $100 over VCE
personally i would pick the 5700xt, but the 2070s is fine too
