Legit though if you’re asking why it’s because araki decided hamon was too limiting of a power system (which I fully agree with) and wanted to switch to a power system that had more flexibility

But Dio never terrorized Japan, America or Italy with vampires so from a plot perspective it makes sense they wouldn’t target the Joestar group across the ocean
joseph never taught anyone else hamon cus it takes months of training and isn't that useful against anyone who isn't a vampire or zombie
the most hamon can do against a normal human is just knock them out, and star platinum can already do that
A significant majority of attack-based stands are theoretically more powerful than any hamon technique shown in PB/BT
its basically like a martial art, it had its use when it was effective but now its just too much to teach anyone and it isn't good against enemies anymore
its not a terrible technique but joseph literally needed to go through life-threatening training just to speedrun getting good at hamon in one month
and he was a hamon prodigy with generational hamon potential
