When Pucci consumed the green baby, he got the star because the green baby was born from Dio’s bone

Weather Report got it too because him and Pucci are related and family in jojo often have spiritual connections

The green baby fused with Pucci, so he technically became a Joestar

It's similar to how Dio took over Johnathan's body and became part of the Joestar family

Also, the Green Baby was made with DIO's bone, but technically it's Johnathan's bone because Dio took over his body, also kinda making the Green Baby a Joestar, so Pucci just "absorbed" him. And because in family having such strong connections to each other as previously stated, Weather Report || is Pucci's twin||
