for the plot reason: the hamon tribe leader (straizo) is dead, and lisa lisa likely is too, joseph is basically one of the last surviving hamon uers on earth and he's far too lazy to practice it himself, let alone teach others

hamon was also most effective on zombies, vampires, and pillar men, and that really wasn't much of a threat after part 1 and 2
hamon also requires intense serious training to utilize and master, not something joseph can pass on to others in a weekend

for araki, stands allowed far more creativity and experimentation than hamon, so hamon was phased out for stands during part 3

you can tell during the beginning of part 3 that araki still wanted to keep some ties to hamon, with stands in japanese being written as "ghostly ripple" and jotaro's breathing being hampered by magician's red's flames causing star platinum to weaken

#

but in the end, there wasn't much more araki could do with hamon anymore, so it was phased out in the story in exchange for stands
