No I'm pretty sure ||it was meant to parallel All Might giving OfA to Deku. Like I'm sure it was the intended flow of things cuz even All Might used the suit when he lost his Quirks, so natural progression should suggest that Deku would use it too. It's just the placing of it in the chapter is a bit awkward.
I can think of something like starting the chapter off with Deku doing hero work to make the fans think he still has OfA, and then later on he takes off the suit to show he's actually fully Quirkless and the rest of the chapter happens as it does would be a better flow, but that wouldn't show the "moment" where he's given the suit and that's an important part I think.||

It's ||committing to showing Quirkless Deku being a teacher at UA and doing mundane sideline stuff and committing to the "moment" he's given power to become a hero and that was Hori's solution somehow||

Batman: Caped Crusader Season 1, Episode 1, “In Treacherous Waters”, and 2, “…And Be a Villain”, Spoiler Thoughts and Analysis.

For the first two episodes of this season, it sure does set up the overarching theme and motif of corruption as well as providing masterful layers within its characters (tons of foils and parallels, like Batman being on different sides of the same coin to Barbara and Renee, with Barbara and Renee having their own legal approaches). Also the classic animation style does the atmosphere wonder, as does the noiresque score (especially with the Batman leitmotif of this series). Great starting two episodes with an interesting story unfolding about how the corruption within Gotham will make it implode, especially with Robert Thorne as seemingly the main threat.
