The part 3 OVA from the 90s actually isn't even that "moody", it has plenty of comedic moments and most of the episodes are still quite colourful. The only episodes were it becomes darker are the DIO ones, which I think is pretty fitting considering that pretty much everything from Vanilla Ice onwards in part 3 is a lot darker than before.
