You download the anime you want, you use a video player on your own PC to play it.
in very very simple terms
you need a specific kind of program to torrent files, like uTorrent, except don't use uTorrent because iirc they've snuck bitcoin mining software in their downloads
I use Deluge
If you actually want to know how to torrent I'm sure me or many other people could explain. Personally I use qBittorrent
